Burnet Quarter: A Transformational Investment in Avondale’s Future

On the corner of Burnet Avenue, a new vision for Avondale is taking shape—one that blends housing opportunity, workforce development, and community-centered investment. The Burnet Quarter project, led by Steiner Real Estate Group and Civitas Development Group, stands as one of the most significant mixed-use investments in Avondale’s modern history.

A Historic $87 Million Investment

Burnet Quarter represents:

  • 290 new apartment homes, thoughtfully designed and including

    • 58 affordable units (20%) for households earning 80%–120% AMI.

  • A 299-space parking garage, relieving long-standing parking challenges and providing structured support for residents, visitors, and local businesses.

  • A commitment to job creation, affordable and workforce housing, and community amenities.

  • Direct support for the Avondale Youth Council, ensuring young people have leadership opportunities and a voice in shaping local development.

  • Funding toward an Avondale resident-centered workforce development program, creating new pathways to stable employment.

Deep Community Engagement

True to the development team’s commitment to transparency, project leaders presented to the Avondale Community Council General Body three times in 2025—May, September, and November. These ongoing presentations ensured residents had access to updated design plans, timelines, and community benefit details.

In addition, community information sessions were held in both in-person and virtual formats during September, with follow-up sessions in November, allowing hundreds of residents to ask questions, share input, and learn how the project will impact the neighborhood.

What’s Next?

Steiner and Civitas plan to seek TIF financing from the City of Cincinnati, a move that will strengthen key infrastructure and deepen community benefit commitments. If approved, this support will help ensure Burnet Quarter remains a model for equitable development in Cincinnati.

As Avondale grows, Burnet Quarter will stand as a symbol of what is possible when intentional development blends community voice, private investment, and long-term neighborhood priorities.
